Dr Wendy Le-Las was appointed as Planning Consultant to the National Association of Local Councils (NALC) in 1990 because of her record in successfully representing local people at inquiries. Since 1990 she has been a full-time planning and environmental law consultant to parish and town councils in England and community councils in Wales. She has published books and numerous articles for lay people on planning matters. Over the last few years she has been writing a guide to the planning system from the perspective of local councils. Dr Le-Las understands well the unique position of the third tier of local government. She has a great deal of experience in working with local council procedures, including budgeting, recognising the need of all councils to be both on good terms, yet still maintaining independence from local planning authorities and specific groups within the community. As a professional coming from outside the area, she has often played the advocate for a local council or a consortium of local councils, against hostile parties. On the other hand she has worked constructively with friendly bodies which sometimes have more resources and political clout. Dr Le-Las will never take on a case unless she satisfied that it is possible to win: anything else is a waste of your council’s money. She knows that the first question you will ask is “How much will it cost?”, but she will not give you an estimate until she has seen the papers, performed a site visit and talked with your council. Then she will draw up an action plan setting out what needs doing, who should do it and the financial implications. Costs can be considerably reduced if your council undertakes certain tasks themselves. Dr Le-Las works out the strategies and tactics needed for a successful outcome. She is a specialist in planning law and policy and will undertake that part of the case herself. However, expertise in other fields, such as traffic or local government law, is sometimes required.
